ECHL-PHPA Collective Bargaining Agreement

- Term: of the ECHL/ PHPA Collective Bargaining Agreement is June 1,
2006 to June 30, 2009
- Insurance Coverage Period: for all players who qualify for off-ice
insurance, benefits will extend through June 15th at 11:59 P.M. Local Time.
- Injured Reserve: any player who is unable to play because of an
injury but is still getting paid. A form has to be filed with the League, signed by the
player and the coach or general manager, athletic trainer and/or doctor where applicable,
confirming the player is injured.
- Lodging: furnished apartments must include paid electricity, water,
sewer, gas and trash. The club has the option of providing basic cable, local phone
and/or internet service as well as televisions.
- Membership Assistance Program: the PHPA has initiated a Membership
Assistance Program for the benefit of the players. The League must donate 1 game worn
captain's jersey per club per year by January 31st to the PHPA to help fund the
Membership Assistance Program. The PHPA will sell these jerseys and use proceeds to
offset costs associated with Membership Assistance Program.
- Weekly Minimum Salary:
(i) For a Player who has played in fewer than twenty-five (25) professional hockey games at the beginning of the Season who has signed a Standard Player Contract and who was not on a Member's End of Season Roster:
2006/07- $330
(ii) for all other Players:

Salary Cap: The weekly Salary Cap for all Players on the
Active Roster shall be as follows:
2006/07- $10,850.00
2007/08- $11,200.00
2008/09- $11,550.00
- Salary floor: the minimum average weekly salary must be paid to the
players on the active roster.
2006/07- $8,100
Clubs that are below the salary floor have to distribute the difference equally to the players on the active roster during the week they were below. If the club is below the floor by less than $100.00 however, they can distribute the difference to the player(s) as they choose.

- Per Diem Allowance: per diem ($30 per day in 2006/07, $32 per day in
2007/08, and $34 per day in 2008/09) is payable to all players who travel with their club
while away from their home arena in excess of 25 miles for mandatory practices, for
regular season and playoff games.
- Playoff Pool: any player participating in the playoffs or on the
club's injured reserve continues to get paid salary. Clubs also have to pay twenty
playoff shares to be distributed to the players on the active roster or however the
players choose. This playoff pool must be paid within 10 days of the club's last playoff
game.

- Pre-Season and End of Season Travel Expenses: players who finish the
season or released by the club they started with, are entitled to an advance equal to the
cost to arrive in the playing city. If the actual cost cannot be determined, the advance
shall be based upon a moving expense advance form, signed by the player and the club. If
the actual cost of driving exceeds advance, copies of receipts must be forwarded to the
club. If the player is flying, the club may provide a regular coach ticket as long as the
departure date is no later than 14 days after the end of the season or the player's
release.
- Reserve System: clubs must submit a season ending roster list to the
ECHL and PHPA (maximum 20 players) by 11:59 eastern time on June 15. From this list,
clubs can only qualify a maximum of 8 players (maximum 4 veterans) prior to 11:59 P.M.
eastern time on July 1.
- Veteran Rule: Each Member shall be limited to four (4) Veterans on
its active roster during each year of the term.
- Veteran: Shall mean a Player, other than a goaltender, who has
played in at least 260 regular season games of Professional Hockey.
